Matthew Picardi
Vice President of Regulatory Affairs, Shell Energy North America
Matthew Picardi is the Vice President of Regulatory Affairs for Shell Energy’s East Region. Shell Energy is one of the largest marketing and trading firms of electricity, natural gas and environmental products in North America. Mr. Picardi has extensive legal, transactional and regulatory experience in the energy industry. He leads Shell Energy’s monitoring and advocacy efforts before Eastern RTOs/ISOs and state and federal regulators with respect to electricity markets. He helps commercial teams understand and navigate the impacts of changes in rules on energy markets and transactions.
With Shell’s investments in renewable resources, Mr. Picardi has assisted Shell with the development of various renewable projects and transactions. He has been working with the offshore wind team to advise on markets and transmission integration issues and recently submitted comments to FERC and state regulators on topics covering market design, offshore wind integration with the electric grid, carbon pricing and clean energy standards.
Mr. Picardi is actively involved with Shell’s efforts to comment on proposed rules issued by the Commodity Futures Trading Commission (CFTC), such as the CFTC’s position limit rule. He serves as the representative of the Commercial Energy Working Group on the Energy and Environmental Markets Advisory Committee of the CFTC.
Mr. Picardi has been the Chairman of the NYISO Management Committee. He is on the Board of Directors of the Northeast Energy and Commerce Association, a New England-based trade association serving the competitive energy industry and has been on the Board of Directors of the Northeast Power Coordinating Council, a not-for-profit corporation responsible for promoting and enhancing the reliability of the bulk power system in northeastern North America.
Mr. Picardi started his career with Niagara Mohawk Power Corporation, an electric and natural gas utility, as a regulatory and commercial transactions attorney. In 1996, he was appointed General Counsel of Niagara Mohawk Energy, the natural gas and power marketing affiliate of Niagara Mohawk. Prior to joining Shell Energy in 2002, Mr. Picardi served as Dynegy Inc.’s lead regulatory counsel for the Northeast United States.
Mr. Picardi holds a B.A from Hobart College and J.D. from Syracuse University College of Law. He lives in the Saratoga Springs, New York.
