President, Sempra LNG & Midstream
Octávio M. C. Simões is senior vice president of Sempra International and president of Sempra LNG, where he directs all LNG operations. Sempra LNG leads Sempra Energy’s efforts to develop, build and operate liquefied natural gas (LNG) receipt terminals and liquefaction facilities. Formerly, Simões was the vice president of commercial/development for Sempra LNG, where he was responsible for all the commercial activities related to Sempra LNG, including marketing the capacity of LNG receipt terminals, managing the development of additional LNG facilities, securing LNG supply, commercializing natural gas from the terminals, securing shipping and acquiring equity positions in liquefaction plants. Before he joined Sempra LNG, Simões served as vice president of asset management for Sempra Generation, where he was responsible for managing a power plant fleet totaling 2,550 MW. Previously, Simões was vice president of planning & analysis for Sempra Generation, and was responsible for economic analysis, transmission support and market rules/structure for the generation portfolio. He also served as project director for the 600 MW Termoeléctrica de Mexicali power project located in Mexicali, Mexico, which began commercial operation in June 2003. Prior to joining Sempra Energy, Simões served as senior program director for Earth Tech, and advised independent power producers on acquisitions of generation assets and new project developments. He was also director of generation projects for NEERI, an unregulated affiliate of the New England Electric System. He developed projects in the United States, Brazil, Hungary, Poland and Portugal. In addition, he held various positions of increasing responsibility in engineering and management at the New England Electric System. Simões began his professional career with Stone & Webster Engineering Corporation. Simões has more than 30 years of experience in the energy industry, serving as a project manager, project developer, consultant, and asset manager in the United States, Latin America, and Europe. Simões holds a master’s degree in mechanical engineering from the Georgia Institute of Technology, and a bachelor’s degree in mechanical engineering from the University of Massachusetts – Dartmouth. He is a registered professional engineer in the state of Massachusetts. Simões is a native of Lisbon, Portugal.
