Luisa Palacios is a Senior Research Scholar at Columbia University’s Center on Global Energy Policy (CGEP) and Adjunct Professor at the School of International and Public Affairs (SIPA). She Co-Chairs the ESG working group at CGEP. Palacios was the first Chairwoman of Houston-based Citgo Petroleum Corporation, where she led efforts to strengthen corporate governance, ethics, and social responsibility during a period of geopolitical, financial and legal challenges for the company. Palacios also worked as a Senior Managing Director at Medley Global Advisors leading the Emerging Markets research efforts, as Director at Barclays Capital in the emerging markets research department, as a Senior Economist in the Japan Bank for International Cooperation and as an Economist in the risk department at Société Générale in Paris. Palacios graduated from Universidad Católica Andrés Bello in Venezuela, received a master’s degree in international affairs from Columbia University’s SIPA, and a Ph.D. in international affairs from The John Hopkins University School of Advanced International Studies. She is part of the Editorial Board of Americas Quarterly and is a permanent member of the Council of Foreign Relations.
