Héctor Moreira Rodríguez

Héctor Moreira Rodríguez holds bachelor degrees in chemistry and chemical engineering from the Instituto Tecnológico de Estudios Superiores de Monterrey and a Ph.D. from Georgetown University in Washington D.C. He also holds a Diploma in University Management from the University of Warwick.
He has a trajectory of more than thirteen years in the energy sector, in which he has held important positions; From 2003 to 2004, he was Undersecretary of Energy Planning and Technological Development of the Energy Department where he was responsible for designing, evaluating and proposing strategies for the national energy polices, as well as responsible for formulating guidelines, programs and actions for the promotion of scientific research and technological development of energy in the country.
In the years 2004 to 2006, he was Undersecretary of Hydrocarbons of the Energy Department where he was responsible for establishing and evaluating strategies, programs and normative instruments for the hydrocarbons sector and for proposing strategic lines for the performance of PEMEX and its subsidiaries. Coordinator of the development of projects of initiatives of laws and legislative decrees for the regulatory framework of the energy sector.
During the period from 2009 to 2015 he was a Professional Board Member in the board of Directors of PEMEX where he was a member in the Audit Performance Evaluation and Compensation Committees as well as chairing the Strategy and investments Committee.
During the period 2009 to 2015 he was a Board Member of PEP (Pemex Exploration and Production).
In the Academic field, he has been Academic Provost of the Technological Institute of Higher Studies of Monterrey (ITESM), where he was responsible for academic regulations and professional career design, as well as designing and managing ITESM’s research policy and directing efforts Applied research and technology transfer.
He is an Associate Researcher at Arizona State University where he is responsible for the Decision Making Theater project in Mexico City and the Research Project on the creation of a mathematical model for the generation of scenarios in the Mexican energy sector.
He has been board member in the Mexican Institute of Petroleum, the Institute of Electrical Research, the Center for Economic Research and Teaching and has been the author of several publications on planning of the energy sector.
He was appointed by the Mexican Senate on April 28, 2016 as Commissioner of the National Hydrocarbons Commission, a regulatory body of the energy sector that has authority to regulate and supervise hydrocarbon exploration and extraction activities in Mexico.
