Eduardo Camero Godínez

Head of the Non-Tax-Revenue Policy Unit, Ministry of Finance (SHCP)

Has over 16 year of experience in the analysis and design of public policies, particularly in the energy sector. In the Ministry of Finance and Public Credit, he designed the fiscal framework for contracts for exploration and production of hydrocarbons derived from the Energy Reform including the new rights regime for PEMEX. He was also in charge of the design of the Mexican Oil Fund for Stabilization and Development. At the Ministry of Energy, he was responsible for the regulatory policy for exploration and production of PEMEX. Furthermore, he was in charge together with officials from the Ministry of Foreign Affairs of the negotiation of the bilateral agreement with the United States, the Transboundary Hydrocarbon Agreement, for the regulation of shared oil and gas resources in the continental platform shared by both countries. Formerly, he served as an economist for Spain and Switzerland in The Organization for Economic Co-operation and Development and as an Economist in the Bank of Mexico. He has been a summer researcher at the Bank of Mexico and the Inter-American Development Bank. He studied Economics at the Instituto Tecnológico Autónomo de México and the University of Chicago, where he specialized in public finance and macroeconomics. He is currently a member of the Boards of Directors of PEMEX Exploration and Production, Pemex Refining, Pemex Gas and Basic Petrochemicals and Pemex-Petrochemicals.
