Guillermo Ignacio Garcia

Chairman, Mexico’s Energy Regulatory Commission (CRE)

The Mexican Senate appointed Guillermo García Alcocer Chairman of the Energy Regulatory Commission (CRE) on April 28, 2016. His seven-year term mandate was confirmed with 97 votes in favor, 2 against and 2 abstentions.

Mr. García Alcocer has over 10 years of experience in the energy sector, focusing on technical and economic regulation, public policy design, program evaluation and business development.

He actively participated in the technical group responsible of drafting and proposing the 2013-2014 Energy Reform. He also coordinated the supporting research behind the 2008 Energy Reform.

Prior to his appointment at CRE, Guillermo held different positions at the Ministry of Energy, where he last served as Head of the Hydrocarbons Exploration and Extraction Unit.

Between 1995 and 2007, Mr. García Alcocer took on several responsibilities at the Ministry of Finance (SHCP) and the National Savings and Pension System Commission (CONSAR).

Guillermo holds a bachelor’s degree in economics from the Instituto Tecnológico Autónomo de México (ITAM). He has also undertaken postgraduate courses at the Universities of Oxford, Harvard and George Washington.

In 2001, he was awarded the Banamex National Prize on Economics, as well as the ExITAM Research Award for his thesis.
