Salvador Ugalde Mancilla
Head of the Hydrocarbon Income Unit, Ministry of Finance (SHCP)
Mr. Salvador Ugalde Mancilla has successfully contributed in the development and implementation of several projects and public policies of strategic importance, having over 12 years of experience in the Energy Sector.
Salvador Ugalde currently serves as Head of the Hydrocarbon Income Unit in Mexico´s Ministry of Finance and Public Credit, a position to which he was appointed on December 2014. From the Unit’s helm Mr. Ugalde collaborates in the development of the legislative and institutional framework needed for the implementation of Mexico´s Energy Reform, including the design of the economic conditions relative to the contract’s fiscal terms for the exploration and production of hydrocarbon and the tax regime applicable to the assignments held by state enterprises. Previously, he served as General Director for Non-Tax Policy.
In Mexico’s public sector Mr. Ugalde has served in the Ministry of Energy as Director of New Projects, where he contributed in the design, development and implementation of the model used in comprehensive contracts for exploration and production of hydrocarbon derived from Mexico’s 2008 Energy Reform. He collaborated in the negotiation and management of the bilateral agreement to regulate the exploration of trans-boundary reservoirs with the United States and followed up on various committees of Pemex Exploration and Production. In the private sector he developed skills related to analysis, development and management of energy projects as CFO at FMC Management.
Mr. Ugalde holds an undergraduate degree in Industrial Engineering from Universidad Nacional Autónoma de México (UNAM) and a Master’s in Finance from Instituto Tecnológico Autónomo de México (ITAM), both in Mexico City.
